อ่านรายงานการประชุม ครม. ประจำวันนี้ (20 กันยายน 54 - เป็นไฟล์ .doc โหลดได้จาก Thaigov) ก็เจอ... เอ่อ... ข่าวการอนุมัติการขึ้นราคานมกล่อง U.H.T. ของกระทรวงยุติธรรม (เข้าใจว่าจ้างไทยเดนมาร์คผลิต) อีก... 10 สตางค์
14. เรื่อง การปรับราคาผลิตภัณฑ์นม ยู.เอช.ที. ตราสัญลักษณ์กระทรวงยุติธรรม
คณะรัฐมนตรีเห็นชอบการปรับราคาการจำหน่ายผลิตภัณฑ์นม ยู.เอช.ที. ไทย-เดนมาร์ค ตราสัญลักษณ์กระทรวงยุติธรรมขององค์การส่งเสริมกิจการโคนมแห่งประเทศไทย ขนาดบรรจุ 250 มิลลิลิตร ประจำปีงบประมาณ พ.ศ. 2555 จากราคาเดิม กล่องละ 9.50 บาท เป็นราคากล่องละ 9.60 บาท ทั้งนี้ ตั้งแต่วันที่ 1 ตุลาคม 2554 เป็นต้นไป
สำหรับราคาที่ปรับเพิ่มขึ้น 0.10 บาท/กล่อง เป็นการปรับราคาในอัตราใกล้เคียงกับราคาที่ปรับเพิ่มขึ้นสำหรับนม ยู.เอช.ที. ชนิดกล่อง ขนาดบรรจุ 200 มิลลิเมตร โดยงบประมาณที่จะเกิดขึ้นให้กรมพินิจและคุ้มครองเด็กและเยาวชนบริหารจัดการภายในวงเงินงบประมาณที่ได้รับตามความเห็นของสำนักงบประมาณต่อไป
ถ้าเรื่องแบบนี้ต้องเข้า ครม. ก็แสดงว่ากฎระเบียบของประเทศเรามันต้องมีอะไรแปลกๆ สักอย่างแล้วล่ะ

Have some email exchange with British Embassy people. Nothing interesting in the email but thing that interests me is the 'official signature'.
I think this is a good example disclaimer for foreign affairs officers. Diplomacy is sensitive thing!

Obama administration just announced data.gov, a centralized web site for hosting various dataset from government agencies. The dataset are categorized by topic/agency and available in multi-format.
It's definitely useful but there are some critics:

"The Executive Branch" ตรงกับคำศัพท์ภาษาไทยคือ "ฝ่ายบริหาร" หรือ "อำนาจบริหาร" (ซึ่งจะคู่ไปกับ "ฝ่ายนิติบัญญัติ" (The Legislative Branch) และ "ฝ่ายตุลาการ" (The Judicial Branch)) แนวคิดก็เหมือนกันทุกประการ คือ ใช้หลักการแบ่งแยกอำนาจที่กำหนดไว้ในรัฐธรรมนูญสมัยใหม่
วิกิพีเดียใช้คำว่า Executive เฉยๆ (วิกิภาษาไทยผมไม่กล้าดู กลัวจะเขียนว่า เอ็กซ์เซ็คคูทีฟ แล้วจะเครียดตายก่อน)
ส่วน "อำนาจบริหาร" หรือ Executive Branch มีอะไรบ้าง ก็คล้ายๆ กัน คือ หน่วยงานที่อยู่ใต้สังกัดผู้บริหารประเทศลงมาทั้งหมด (ไม่ว่าจะเป็นนายกหรือประธานาธิบดี) คณะรัฐมนตรี รวมถึงกระทรวงต่างๆ ตามสายการบังคับบัญชาของรัฐมนตรีแต่ละคน (Executive Branch ของสหรัฐ ดูได้จาก Whitehouse.gov)

จริงๆ มันเป็น thread บน Slashdot เมื่อสามสี่วันก่อนที่ผมดองเอาไว้ยังไม่ได้อ่าน เผอิญคุณสฤณีใจตรงกันแปลจดหมายมาเป็นภาษาไทยพอดี เลยสบายไป
เรื่องมีอยู่ว่า ผู้บริหาร hedge fund คนหนึ่งที่ประสบความสำเร็จมากๆ เกิดอิ่มตัวและลาวงการ
ผมและ Slashdot ไม่สนใจประเด็นเรื่องทุนนิยม แต่ประโยคเจ้าปัญหาในจดหมายคือข้อเสนอให้จอร์จ โซรอส สร้างโมเดลของรัฐบาลแบบใหม่ ที่พัฒนาจากโอเพนซอร์ส
