อ่านบทความ A Defense of Wikileaks จาก The New Republic พบว่ากรณี "เอกสารหลุด" ของ WikiLeaks ไม่ใช่เรื่องใหม่ ในอดีตเคยมีกรณีใหญ่ๆ 2 ครั้ง

กรณีแรก Sykes–Picot Agreement เป็นข้อตกลงลับระหว่าง 3 ชาติมหาอำนาจยุโรป ฝ่ายที่ชนะสงครามโลกครั้งที่หนึ่ง Triple Entente ได้แก่ อังกฤษ ฝรั่งเศส รัสเซีย ทำสัญญาแบ่งดินแดนตะวันออกกลาง (ซึ่งเป็นเขตของออตโตมันที่แพ้สงคราม) แบบลับๆ ในปี 1916 ปรากฎว่าปีถัดมาคือ 1917 จักรวรรดิรัสเซียล่มสลาย รัฐบาลพรรคบอลเชวิคที่ปฏิวัติเดือนตุลาสำเร็จ ก็เอาเอกสารนี้มาเผยแพร่ ทำให้ฝ่ายอาหรับไม่พอใจมาก เพราะถือว่าอังกฤษ-ฝรั่งเศสหักหลังชาติอาหรับที่ยอมให้ดินแดนเพื่อแลกกับการช่วยถล่มออตโตมัน

Have some email exchange with British Embassy people. Nothing interesting in the email but thing that interests me is the 'official signature'.

I think this is a good example disclaimer for foreign affairs officers. Diplomacy is sensitive thing!
